Downtown Complete Streets
CEC subcontracted with Pacheco Koch to serve as the distribution engineering consultant for the City of Cedar Hill Downtown Complete Streets Phase 1 project. The City of Cedar Hill requested that all existing overhead utilities be converted to underground within the scope of the street reconstruction.
CEC was responsible for working with Oncor Electric and the City of Cedar Hill to create a plan to relocate and convert the overhead facilities to underground while maintaining similar functionality and flexibility. The relocation plan was to fit within the project’s limits of construction, accommodate further overhead-to-underground conversion during the Phase 2 Streets project, and serve the new mixed-use development adjacent to the street reconstruction.
CEC was responsible for the design of the conversion to underground, which included relocating single phase and 3-phase primaries. All existing residential and commercial customers were converted to underground service. CEC also worked with the mixed-use developer to place equipment and conduit within the property with minimal visual and structural impact to the landscape and architectural scope.

This project included physical in-field height measurements of all existing conductors and telecommunication lines, as well as LiDAR scanning.
